Reception and Examination of Requests for Determining Citizenship of the Republic of Azerbaijan

RA citizenship is determined at the request (hereinafter referred to as the request )  of either a person, or (hereinafter referred to as the government authorities ) central/local executive authorities; diplomatic missions/consulates of the Republic of Azerbaijan; a prosecutor's office/a judiciary.  

When submitting a request by government authorities (diplomatic missions and consulates of the Republic of Azerbaijan), documents specified by regulations are attached to the corresponding questionnaire (appendix 1) and sent to the State Migration Service with a cover letter.

If a person submits a request to the State Migration Service, documents specified by regulations are attached to the relevant application form (appendix 2).

The following documents are required for the RA citizenship determination process:

  • a questionnaire;
  • two 3x4 photos;
  • a personal CV;
  • an Internal Ministry document (indicating the date of a person’s registration and deregistration at his/her place of residence) on a person’s permanent place of residence in the RA ( Azerbaijan SSR) that attests RA citizenship of individuals residing in the Republic of Azerbaijan before the date of entry into force of the Law of the Republic of Azerbaijan on Citizenship of the Republic of Azerbaijan (October 7, 1998);
  • a copy of an applicant’s passport or other identity document ( in the lack of such a document, a corresponding document containing identifying personal data will do);
  • a copy of an applicant’s birth certificate (in the lack of such a document, a corresponding document containing his/her vital record will do);
  • copies of documents containing identifying data about the parents of minors; if a person is a refugee residing in the territory of the Republic of Azerbaijan from January 1, 1988 to January 1, 1992, a copy of a document attesting his/her refugee status ( in the lack of such a document, a corresponding document containing his/her refugee status data will do);
  • in case of adoption, a copy of a document on adoption of a foreign child or a stateless one ( in the lack of such a document, a corresponding document containing such information will do);
  • a statement of consent of children aged 14 to 18 for naturalization;
  • a copy of a document confirming that a person has no foreign citizenship if he/she has no documents proving RA citizenship; or he/she is a foreign country native (except for an individual whose birth has been officially registered in the Republic of Azerbaijan) reasonably suspected in illegal receiving of documents proving RA citizenship; or if one of a person’s parents is a citizen of another state; or if that person has lived in other countries.

If a person’s legal representative filed a request for citizenship, a corresponding document confirming his right to do so should be enclosed to that request. New evidence provides grounds for a repeated request to the State Migration Service of the Republic of Azerbaijan.
