Chapter II
RATES OF STATE FEE AND PAYMENT FEATURES
Article 16. Rates of state fee for consular operations in the Republic of Azerbaijan or at diplomatic representations of the Republic of Azerbaijan in foreign countries.

Article 17. Exemption from payment of state fee for consular operations in the Republic of Azerbaijan or at diplomatic representations of the Republic of Azerbaijan abroad, and features of payment of the state fee
17.2. State fees stipulated in Article 16 of this Law shall not be collected from the following foreigners coming to the Republic of Azerbaijan:
17.2.1. State delegates and officials;
17.2.2. Representatives of international humanitarian organizations in the Republic of Azerbaijan;
17.2.3. Those who gets state education and persons engaged in pedagogical activity;
17.2.4. Those who travel through the defense line.
17.3. The state fee shall be charged for the visa issuance from each of the foreigners arriving to the Republic of Azerbaijan on a group basis.
