An online international conference titled “The Constitution as a Legal Guarantee for State Development and Social Welfare” was held under the organization of the Parliament of Turkmenistan.

Ali Huseynli, Chairman of the Legal Policy and State Building Committee of the Milli Majlis, participated in the conference.
Speaking at the event, the committee chairman conveyed congratulations on the occasion of Constitution Day and State Flag Day of Turkmenistan on behalf of the Speaker of the Azerbaijani Parliament, Sahiba Gafarova. Providing information about the Constitution of the Republic of Azerbaijan, Ali Huseynli stated that this historic document, founded in 1995 by the National Leader of the Azerbaijani people, Haydar Aliyev, became the cornerstone of modern Azerbaijani statehood and created the legal foundation for the country’s political, economic, and social development. It was emphasized that in Azerbaijan, the Constitution forms the basis of democracy, ensures political and legal stability, and guarantees the protection of human rights and fundamental freedoms. It was also noted that the document reflects the will of the people and defines the main principles of state governance and the rule of law.
The committee chairman stated that the declaration of 2025 as the “Year of the Constitution” in Azerbaijan by President İlham Əliyev on the occasion of the 30th anniversary of the adoption of the Constitution demonstrates the importance attached to this sphere.
It was emphasized that under the leadership of President Ilham Aliyev, the force of the Constitution of the Republic of Azerbaijan was fully restored throughout the entire territory of the country in 2020. At the same time, it was noted that the head of state consistently supports advancing the peace agenda between Azerbaijan and Armenia and establishing lasting stability in the region. The conference particularly highlighted the importance of cooperation in the legislative sphere between Azerbaijan and the countries of Central Asia.
Representatives of the parliaments of Turkmenistan, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan also delivered speeches at the event.
The speakers emphasized the important role of the Constitution in strengthening traditions of statehood, building a rule-of-law state, and ensuring the welfare of citizens. It was also noted that a strong legal foundation is of particular importance for the effective organization of public administration, the development of democratic institutions, and the preservation of social stability.
