AZERBAIJAN - TURKMENISTAN RELATIONS
Establishment of diplomatic relations:
Diplomatic relations between the Republic of Azerbaijan and Turkmenistan were established on June 9, 1992. The year 2022 marked the celebration of 30th anniversary of the two countries.
Diplomatic Missions:
The Embassy of the Republic of Azerbaijan in Turkmenistan commenced its operations on October 18, 2002. The Embassy of Turkmenistan in the Republic of Azerbaijan began functioning on June 8, 1999.
Gismat Gozalov was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Turkmenistan by the Decree of the President of the Republic of Azerbaijan on August 29, 2023, and presented his Letters of Credence to the President of Turkmenistan on October 4, 2023.
Gurbanmammet Elyasov was appointed Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Republic of Azerbaijan by the Decree of the President of Turkmenistan dated July 7, 2022, and presented his Letters of Credence to the President of the Republic of Azerbaijan on August 16, 2022.
Political relations:
The "Declaration on Strategic Partnership between the Republic of Azerbaijan and Turkmenistan" was signed on March 11, 2017.

Interparliamentary cooperation:
Interparliamentary working groups between Azerbaijan and Turkmenistan operate at the Milli Majlis of the Republic of Azerbaijan and the Majlis of Turkmenistan.

On December 7, 2022, a Memorandum of Understanding on cooperation was signed between the Parliaments of Azerbaijan and Turkmenistan.
In addition to political and diplomatic spheres, the Republic of Azerbaijan and Turkmenistan successfully cooperate in the economic, transport and logistics, energy and cultural-humanitarian spheres.
Economic cooperation - Intergovernmental Commission:
Since 2008, the Azerbaijan–Turkmenistan Intergovernmental Commission on Economic Cooperation between the Government of the Republic of Azerbaijan and the Government of Turkmenistan has been operating. To date, eight meetings of the Commission have been held.
In 2025, the volume of trade turnover between the Republic of Azerbaijan and Turkmenistan reached USD 208.39 million, including the volume of imports of USD 144.54 million, while export volume reached USD 63.85 million, and the foreign trade volume resulted in a deficit of USD 80.69 million
Legal Framework:
110 agreements have been signed between the Republic of Azerbaijan and Turkmenistan.
Multilateral cooperation:
There is effective cooperation between the two countries within the framework of international and regional organizations, including the United Nations (UN), OSCE, CICA, Organization of Islamic Cooperation (OIC), Economic Cooperation Organization (ECO), the Consultative Meeting of the Heads of State of Central Asia, the Organization of Turkic States (OTS), and TURKSOY.
The Republic of Azerbaijan and Turkmenistan also cooperate in a trilateral format. On December 14, 2023, the First Trilateral Summit of the Heads of State of the Republic of Azerbaijan, the Republic of Türkiye and Turkmenistan was held in the city of Turkmenbashi.
At the same time, cooperation is also carried out in a trilateral format at the Ministerial level in Foreign Affairs, Economy and Energy of Azerbaijan, Türkiye and Turkmenistan.
Furthermore, on 22 August 2025, a High-Level Meeting was held in the city of Turkmenbashi between the President of the Republic of Azerbaijan, Ilham Aliyev, National Leader of Turkmen People, Chairman of the Halk Maslahaty , Gurbanguly Berdimuhamedov, and the President of the Republic of Uzbekistan, Shavkat Mirziyoyev.
